This board bill establishes the TRANSFORM STL Act which appropriates $277,240,061.56 dollars of Rams Settlement Funds for deposit into various new special funds to support citywide infrastructure, affordable child care and postsecondary educational and training opportunities, City and community workforce, and citywide housing and neighborhood development efforts. This bill is supported by President Megan Green and Mayor Tishaura Jones.

I was born in the City of St. Louis and lived in the Mill Creek Valley Neighborhood. I see the "Reparation Commission" mentioned in this document. We, (many of us who lived in the Mill Creek Valley Neighborhood) want to know why the Mayor or the BOA have NOT mentioned the Reparation Commission's recommendations especially when RAM Funding is available? Please include discussions on funding the Reparation Commission's recommendations for funding Reparation for those who lived and grew up in the Mill Creek Valley Neighborhood and Pruitt-Igoe Housing Projects. Thank you

Suggestion
The Board of Alderman should consider adding additional $20 million specified to provide matching funds federal or state grant dollars. The dollars should be for improvements and proactive infrastructure enhancements only. Keeping it separate from routine maintenance funds would make sure that at least some of it goes toward new technology and systems.

Another way to approach this may be to include a prioritization for child care programs in the City Workforce Fund. That way it can be a benefit for city workers without delaying access to program resources to non-city employees
Concern
I get that we need to attract more people to work for the city and help them support their families, but prioritizing city workers over non-city employees for childcare doesn’t feel fair. If we’re using this money for something other than infrastructure improvements, it should benefit everyone. Non-city employees shouldn’t be stuck waiting—it’s just not a good look.
Concern
If the goal is to help address some of the water division’s deferred maintenance issues $40 million seems way too low. This is such an important problem for residents, and since most of the money for water improvements comes straight out of our pockets, we should be putting more of the Rams Settlement money toward fixing it.

The Board of Aldermen should think about how hard the 2023 water rate hike hit people. A lot of families are already struggling to make ends meet, and with prices only going up, using more of the settlement money for water improvements now would make a big difference. It would help more people and let them keep more money in their pockets for other things their families need.

We really need to bump up this amount.
